Header files should be able to be compiled "standalone"

All Kea header files should be able to be compiled "standalone". In other words, for each header file it should be possible to compile a one-line program:

#include "<header.h>"

without any errors. There should be no need to require the source file to have included other files ahead of the specified one.

If this is done, running through all the header files in the installation directory and compiling each one will reveal missing dependencies.
