memfile keeps leases in memory and writes changes to disk. If the leasefile is lost for whatever reason, it may be useful to tell Kea to write is entire lease file to disk.

We should also consider the case where Kea is reconfigured from memfile/no-persistence to memfile/persistent. This could happen if someone disabled writing to the lease file to increase throughput (e.g. to cope with the case of a power failure and lots of devices coming up simultaneously). When persistence is enabled, Kea should automatically write its lease database to disk.
