Description

we may want to move rdata::compareNames() to the name module (name.{h.cc}),
and may even want to make it a member function of the Name class.

Opinions vary, but not critical, so we'll revisit this as a post-year1 thing.

This actually seems like a simple, reasonable change to me. Maybe suitable for end-of-year cleanup?

After three years we've not used this function other than within RDATA
implementations and their tests. To me it indicates it's actually
better to be kept as a helper function of the rdata submodule rather
than making the name class feature bloat.
