In some cases it will be useful for a server to be started in a disabled state based on an entry in
the config file. This will allow an administrator overseeing the server to update or verify
the server's state (for example re-loading a lease file) before the server starts serving leases.
Including the functionality in the config file will avoid gaps between when the server is started
and when the server is disabled.

I have a similar feature for the host cache hook (which BTW is left in the disabled state by its c++ constructor). An alternative/complement should be to add a sequential list of commands, i.e., you send on the control channel a list of commands and they are executed one after another until one fails or the list is exhausted.
