The HADesign calls for this feature: the ability to drop a packet requesting renewal of an address which belongs to a restricted pool. Restricted means handled by the other partner in this context, but the feature should be generic enough.

There seem to be nothing to do here, because HA query filter is already selecting the right server to process the packet and assigns appropriate class. The allocation engine should then use the client classification to accept or reject allocation of the specific address.
