with the introduction of interface re-detection (#3389), our unit-tests stared to mass fail due to old sockets not being closed, while new sockets tried opening and failed. This immediate problem was addressed with (#5333).

However, there are still cases when the old sockets are closed and opening new sockets fails. This makes the new configuration unusable, and the code is unable to revert to old configuration. There is no definite solution here, but Francis had some ideas how to improve the situation.

Sadly, this is a new feature/improvement and we can't do it in already overbooked 1.3.

Moving to outstanding as discussed on 2017-07-27 call.
