Documentation and the code should be consistent with the RFC2131 for DHCPv4 message names

Currently we use refer to DHCPv4 messages as ''DISCOVER'', ''INFORM'' etc. Sometimes we also use the same naming as for DHCPv6, e.g. "Inform". We should consider using the message names in the documentation and code comments consistent with the RFC2131, so DHCPDISCOVER, DHCPINFORM etc.
