How about adding another kind, called „disabled“?

Yes, good idea. Should work.

Update of component module with a new kind state (disabled).
When a certain component has kind as disabled, it is stopped right away and does not belong to start's plan anymore. Simply ignored. When it is needed/dispensable ... it comes back to life.
The patch contains new unit tests.
