Kea fails to start after repeated start/stop

Description

Kea appears to have failed to start after repeated starts/stops. Leading up to this event, I Had stopped Kea perhaps 3 times as follows:

config add Init/components b10-dhcp4
config set Init/components/b10-dhcp4/kind dispensable
config commit

And restarted as follows:

config remove Init/components b10-dhcp4
config commit
Dhcp4 shutdown

At this point, the Kea service does not seem recoverable, even when I stop/start again in bindctl as above. I had to initiate a complete BIND10 shutdown and then kick off BIND10 again in order for me to re-establish DHCP service:

Init shutdown

$ sudo /home/test/var/test-anvl/sbin/bind10 &> /home/test/var/test-anvl/bind10.log

Here are the relevant entries from the BIND10 logfile (/home/test/var/test-anvl/bind10.log):
