Description

After startup of auth as it loads in a zone file into memory, I can't make changes:

> config set Auth/statistics-interval 65
> 
> config commit
Error: Module 'ConfigManager' not responding
Configuration not committed

Logging is:

2012-03-06 09:16:04.144 ERROR [b10-cmdctl.cmdctl] CMDCTL_COMMAND_ERROR error in command set_config to module ConfigManager: Module 'ConfigManager' not responding

Some configurations may take a while to load. We should allow configuration changes. What if we want to change the zone file loaded? (I did try that.) We should not have to wait for it to finish loading to do that.

In the case where we have multiple auths we can stagger the loading. Ultimately we'll switch to our shared memory data source which should not suffer from this problem. Hopefully.

This will definitely be handled in the "Data source scaling" work. I'll close this
ticket for now.
