--with-pythonpath breaks install

if test "$python_path" = auto; then
        AM_PATH_PYTHON([3.1])
else

Because AM_PATH_PYTHON is not used, then the python macros aren't used and the python settings aren't defined in the makefiles resulting in a failed installation. For example: $pyexecdir is not defined so install attempts to install to /isc/auth (at top of file system).

One suggestion is to remove this.

Second idea is to include the working python.m4 file from automake-1.11 with the build.
(One that works with the python we need.)

well shipping python.m4 doesn't solve this and is not needed. We just need to make sure our tarballs are generated with at least the correct python.m4.

I've changed it so that by default it will still use AM_PATH_PYTHON, but when --with-pythonpath=/foobar is set, it will set the all the same variables, and do a version check.
